High Intensity Drug Trafficking Area (HIDTA)
The Anti-Drug Abuse Act of 1988 and the ONDCP Reauthorization Act of 1998 authorized the Director of The Office of National Drug Control Policy (ONDCP) to designate areas within the United States which exhibit serious drug trafficking problems and harmfully impact other areas of the country as High Intensity Drug Trafficking Areas (HIDTA). The HIDTA Program provides additional federal resources to those areas to help eliminate or reduce drug trafficking and its harmful consequences. Law enforcement organizations within HIDTA assess drug trafficking problems and design specific initiatives to reduce or eliminate the production, manufacture, transportation, distribution and chronic use of illegal drugs and money laundering.
The Midwest HIDTA was designated in 1996 to address the explosive problems of methamphetamine in a six state region. South Dakota was designated in 1996 a part of the Midwest high intensity drug trafficking area. The other states in the Midwest HIDTA include North Dakota, Nebraska, Iowa, Kansas, and Missouri. HIDTA initiatives received federal funding, equipment, and training to specifically target methamphetamine. In 2000, the Midwest HIDTA program was expanded to include all drugs.
South Dakota
has HIDTA agents throughout the state working solely on drug related cases. The agents are supported by two HIDTA Criminal Intelligence Analysts who perform both intelligence and statistical analysis. South Dakota has fourteen counties designated as geographic areas of responsibility. They are the counties of Lawrence, Meade, Pennington, Custer, Fall River, Brown, Codington, Beadle, Brookings, Minnehaha, Lincoln, Union, Clay, and Yankton. The state has three designated HIDTA drug task forces. The Pennington County Drug Task Force, The Sioux Falls Drug Task Force, and the DHE Drug Task Force. The task forces are made up of various law enforcement personnel and agencies and provide a great opportunity to combat our state’s drug problem through teamwork.
